Title: Negotiations under the Climate Change Convention

Project Description: The official negotiating process on the second commitment period of the Kyoto Protocol has started in 2005 (Articles 3.9 and 9.2 of the Kyoto Protocol).

A seminar of governmental experts on past and future actions has been held in Bonn, Germany, 16-17 May 2005. Although it was an informal "seminar" it was the first time that countries officially exchanged information on next steps after 2012 under the UNFCCC. 

At the COP 11 and COP/MOP 1 in Montreal, Canada (28 November to 9 December 2005), delegates discussed how to continue the dialogue on future action. Three different processes were set in motion:
  • The Parties to the Convention (almost all countries, including the USA and Australia) launched a dialogue on strategic approaches for long-term global cooperative action to address climate change at the COP 11. A series of four workshops is planned until the end of 2007 to develop the broad range of actions needed to respond to the climate change challenge.
  • The Parties to the Kyoto Protocol (almost all countries, but excluding the USA and Australia) agreed to establish a new working group to discuss future commitments for developed countries for the period after 2012 in accordance with Article 3.9 of the Kyoto Protocol at COP/MOP 1. The group will start to meet in May 2006.
  • The Parties to the Kyoto Protocol also agreed to invite for submissions on how a general review of the Kyoto Protocol (Article 9) could take place. 

The COP 12, COP/MOP 2 took place in Nairobi on 6 - 17 November 2006.

The twenty-sixth session and Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG), Third session will take place in Bonn, Germany on  7-18 May 2007. It includes the Subsidiary Body for Scientific and Technological Advice (SBSTA), the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG) and the Dialogue on long-term cooperative action to address climate change by enhancing implementation of the Convention

On 3–7 September 2007 the intersessional meetings of the AWG and the Dialogue are planned to be hosted in Vienna, Austria.
