Objective: The project was initiated by the Dutch Government with the aim of contributing to elaborating the meaning of Article 2 UNFCCC in the context of discussions on Post-Kyoto/future actions.
Project Description: Article 2 states as the ultimate objective of the Climate Change Convention: avoiding dangerous human interference with the climate system. The meaning and policy implications of this article, however, are far from clear and can have important implications for international climate policy development. Since the meaning of "dangerous" cannot be objectively defined, the project will help making this Article more operational through a science-based policy dialogue among the various stakeholders. This dialogue should be truly global in nature in order to take into account the views and interests of all concerned. HOT is thus set up as a global dialogue aiming at a fair contribution from all (global) regions. The project's first phase ended in 2003. In this phase, four regional scoping workshops were held worldwide to start a first regional dialogue on Article 2, in preparation of a global dialogue during the second phase of the project.
